A small business is developing to a level of organizational capacity; they could need to become more focused for a business to deal with their needs; it may need to rapidly scale up to the maximum capacity that other types of management requirements (such as IT departments, etc.) can meet.

However, managing organizational capacity further requires higher priorities. There are 2 major issues here: 1) How businesses and managers should act on specific organizational issues in general?
