Carter told the French ambassador he already had connections at the United Nations. They arranged “two-way accommodations” for him. When he arrived in the United States, they turned over the cables to his French counterpart, the two French diplomatic figures, the General Counsel of France, and the French national head, the General Secretariat of Naval Affairs. On this meeting, Carter directed a CIA officer of the French foreign minister to request the use of classified information, say one- half of the cables of the new French mission for the American side. Their officers could be pressured into dropping the cables.

Another US Navy’s team was called up to coordinate leak information, to retrieve information from the French ambassador. However, the CIA never responded to the request. Consequently, this secret mission was quickly brought to the defense world. Clashes What made those secret operations successful? None that we can see beyond a month or a couple of years. One is either that the CIA’s internal program was hacked, or that they were intentionally directed by the French ambassador to access the cables.
