Privatizing The Albany County Airport Epilogue The Albany County Airport Epilogue (OECPA) was a national, independent, nonprofit organization that became an advocate for air travel. It was created as an administrative office in September 2012 and formally launched on March 8, 2013. For the 2011 and 2018 provincial and territorial office elections, the office was eliminated.
